Policy and Advocacy Senior Adviser

About the role

The Norwegian Refugee Council is looking for an experienced Policy and Advocacy Senior Adviser to lead its policy engagement and advocacy work in Norway and the wider Nordic region. In this strategic position you will shape humanitarian policy, influence high‑level decision‑makers and ensure that NRC’s field evidence informs public debate.

Key responsibilities

• Develop and implement advocacy strategies targeting Norwegian stakeholders such as Norad and the Ministry of Foreign Affairs.
• Lead policy dialogue and build relationships with key decision‑makers across the Nordic region, with a focus on Sweden.
• Translate field research, operational data and policy analysis into compelling advocacy messages.
• Coordinate NRC’s global advocacy priorities with country‑specific initiatives.
• Represent NRC at high‑level forums, conferences and media events to promote humanitarian perspectives.

Required profile

• Proven experience in humanitarian policy, advocacy or public affairs, preferably within an international NGO.
• Strong understanding of the Norwegian and Nordic policy environment.
• Excellent written and verbal communication skills in English; Norwegian language skills are an advantage.
• Ability to work independently, manage multiple stakeholders and deliver results in a fast‑changing context.
