About the role

The Norwegian Refugee Council seeks an experienced Senior Adviser – Gulf Liaison to shape and strengthen strategic engagement with Arabic‑speaking Gulf states and multilateral platforms. This influential position combines humanitarian diplomacy, high‑level representation, and resource mobilisation, supporting both Gulf outreach and the EurAsia portfolio, especially Afghanistan, Iran and Ukraine.

Key responsibilities

Develop and operationalise a humanitarian diplomacy strategy for Gulf engagement.
Lead high‑level representation and build strategic partnerships with Gulf governments and regional organisations.
Mobilise resources and diversify funding streams for NRC programmes.
Influence policy and advocate for principled humanitarian action in complex contexts.
Coordinate closely with NRC’s EurAsia teams to align Gulf initiatives with broader regional priorities.

Required profile

Proven diplomatic acumen and deep regional insight into Gulf states.
Strong track record of turning relationships into strategic impact.
Experience in humanitarian or development settings, preferably with multi‑country portfolios.
Excellent communication and negotiation skills in English; Arabic is an advantage.
