About the role

The Directorate for Civil Protection and Emergency Planning (DSB) is seeking an experienced Section Manager to lead the operation and technical management of Norway’s critical emergency communication infrastructure, including Nødnett and Nødvarsel. The role combines leadership, technology expertise, and societal responsibility to ensure services are robust, secure, and available 24/7.

Key responsibilities

• Oversee day‑to‑day operation and technical stewardship of Nødnett and Nødvarsel.
• Lead a multidisciplinary team of roughly 20 engineers and specialists.
• Manage supplier relationships, contracts, and ongoing development projects.
• Ensure high availability, resilience, and security of services and interfaces to connected equipment.
• Drive technical improvements based on user needs and emerging requirements.
• Prioritise resources, monitor budget, and report on performance against targets.

Required profile

• Relevant master’s degree (or equivalent bachelor/experience) in a technological field.
• Extensive leadership experience, including budget and economic oversight.
• Proven experience with system operation and familiarity with the ITIL framework.
• Strong oral and written communication skills in Norwegian and English.
• Background in telecom or similar high‑tech environments, with knowledge of system architecture and cyber‑security.
• Experience with contract management, supplier governance, and emergency communication systems.
