About the role
We are looking for a skilled Procurement Advisor / Senior Advisor to own public procurement processes from need identification to contract signing for the National Archives of Norway. The role combines advisory work, contract management and development of procurement practices across the organisation.
Key responsibilities
- Plan, lead and document public procurements, from need analysis and strategy selection to contract award.
- Advise and challenge stakeholders on procedure choice, specifications, award models, contract terms, risk and market use.
- Prepare competition documents, conduct evaluations and negotiations, and draft robust contracts.
- Monitor agreements and suppliers, maintain overview of contract periods, renewals and expiries, and improve the contract register as a governance tool.
- Guide the organisation in the use of state framework agreements and collaborate with agencies such as DFØ and Sikt.
- Develop routines, templates and knowledge‑sharing initiatives to strengthen purchasing competence.
Required profile
- Higher education in law or economics with solid knowledge of the Procurement Act and regulations.
- Proven experience planning and executing public procurements independently.
- High integrity, strong professional judgement and the ability to provide clear, actionable advice.
- Service‑oriented, able to build relationships across the organisation and challenge assumptions when needed.
- Structured work style, capable of handling parallel tasks and seeing processes through to contract signing.
Required skills
- In‑depth knowledge of public procurement law and regulations.
- Experience with digital procurement tools and contract management systems.
- Strong written and oral communication in Norwegian.
