Section Leader – Employer Strategy

About the role

The Section Leader for Employer Strategy will lead a team of 14 professionals, shaping employer policy, leadership development and organizational culture within the Norwegian Labour Inspection Authority.

Key responsibilities

• Lead and develop the section’s expertise, staff and deliverables.
• Participate actively in the department’s leadership group to influence overall organisational development.
• Provide decision‑support and drive strategic priorities in organisation and employer policy, including salary negotiations.
• Oversee co‑determination and stakeholder collaboration at agency level.
• Facilitate cross‑functional cooperation, involvement and development.
• Manage personnel, budget and results for the section.

Required profile

• Master‑level education in HR, leadership, organisational psychology or law.
• Relevant leadership experience and ability to handle demanding processes.
• Strong knowledge of the public sector and Norwegian labour market.
• Excellent written and oral communication in Norwegian.

Required skills

• Experience with large‑scale organisational change and development.
• Familiarity with collective bargaining and partnership collaboration.
• Knowledge of strategic HR work, labour law and collective agreements.
• Understanding of health, safety and environmental regulations.
