HR Section Head – Radiation and Nuclear Safety Authority

About the role

The Directorate for Radiation Protection and Nuclear Safety (DSA) is Norway's authority on radiation safety, radioactive waste and nuclear preparedness. It is growing and has set up its own HR section within the Business Management and Digitalization Department, which also covers business management, finance, security, procurement, IT and digitalization. The HR section head reports directly to the director and the board and advises them on organization, leadership, recruitment, working conditions and employer policy.

Key responsibilities

• Build up, lead and develop the new HR section and ensure effective HR processes and good services
• Support leaders and advise the director and board on HR matters
• Contribute to organizational development through leadership, recruitment, culture and change work
• Develop HR systems and HR technology, including responsible use of AI in HR
• Oversee HR, occupational health and safety and working conditions, working with the union, the protection service and representatives
• Ensure professional exercise of the employer role and good internal communication on HR topics

Required profile

• Master's degree in a relevant field
• Solid experience in HR work, leadership and personnel responsibility
• Experience supporting leaders and advising, and in organizational development and change
• Knowledge of relevant laws and collective agreements
• Fluent spoken and written Norwegian and English
• Security clearance at level CONFIDENTIAL, maintained throughout employment; candidates may be asked about links to high-risk countries

Required skills

• Advantageous: strategic HR work, leader development, occupational health and safety, HR data and analysis, digital HR tools, recruitment and employer profiling, state-sector experience
• Interest in using AI to improve HR processes

What we offer

• Salary between NOK 950,000 and 1,080,000 per year, higher for especially qualified candidates
• Flexible hours with summer and winter time, 1.5 extra paid days in December, and possible home office
• Free parking and EV charging, pension and insurance through the State Pension Fund, 6-month probation period
