Senior Controller – Emergency Preparedness Communication Unit

About the role

The Norwegian Directorate for Civil Protection and Emergency Management (DSB) is looking for an engaged and analytical financial officer for its emergency and disaster communication unit in Oslo. You will lead a competent controller team, give strategic advice to management and support good decisions in a business with major societal importance. The unit manages the national emergency network and services such as Nødvarsel, eCall and Nød-SMS, with a budget of about 1 billion NOK.

Key responsibilities

• Lead and coordinate the unit's controllers professionally
• Own the unit's financial follow-up and reporting
• Prepare decision material and give financial advice to management
• Carry out economic analyses for state budget and control processes
• Develop economic models and work processes to strengthen financial control and decision support
• Advise on procurement, contract follow-up and supplier dialogue, including taking part in negotiations when needed
• Perform controller tasks during periods of high workload or absence

Required profile

• Masters degree in economics, finance, accounting or equivalent; foreign degrees must be approved by the Norwegian Directorate for Higher Education and Competence
• Relevant experience in financial control, including budget monitoring, economic analysis, forecasting and reporting
• Very good Excel skills and strong business understanding
• Norwegian and English at a high level, spoken and written
• Initiative, analytical and structured approach, good communication and teamwork skills
• Preferred: knowledge of state financial control, experience developing price models, international supplier negotiations, coordination of financial processes, interest in AI and digital tools
